Azerbaijan: Food Safety Agency Approves EU and Codex-Based List of Allergens to be Declared in Food Labelling

On 1 January 2027 enters into force Resolution 69 of 23 April 2026, approving the list of substances and foods that cause allergies or intolerances.

The resolution establishes a list of allergens, based on EU documents and Codex Alimentarius Commission standards, covering:

• Gluten-containing cereals – wheat, rye, barley, oats, or their hybrid strains and products thereof, with certain exceptions;

• Crustaceans and products thereof;

• Eggs and egg products;

• Fish and fish products, with certain exceptions;

• Peanuts and peanut products;

• Products derived from soy and soybeans, with certain exceptions;

• Milk and dairy products (including lactose), with certain exceptions;

• Tree nuts: almonds, hazelnuts, walnuts, cashews, pecans, Brazil nuts, peanuts, macadamia nuts, and others;

• Celery and celery products;

• Mustard and mustard products;

• Sesame seeds and sesame seed products;

• Sulphur dioxide and sulphites (for ready-to-eat products or products prepared according to manufacturer instructions with a calculated total SO2 concentration exceeding 10 mg/kg or 10 mg/l);

• Lupin and lupin products;

• Molluscs and products thereof.

The listed substances should be declared in product labelling if present.
