EU Adopts New Chemicals Legislation: One Substance – One Assessment Framework and Unified Data Platform

In the context of one substance - one assessment framework, on 12 December 2025 European Commission published three legislative documents aimed to increase the simplicity and transparency of EU rules on chemicals, as follows:

  • Regulation (EU) 2025/2455 establishing a common data platform on chemicals, laying down rules to ensure that the data contained in it are findable, accessible, interoperable and reusable and establishing a monitoring and outlook framework for chemicals.

  • Directive (EU) 2025/2456 amending Directive 2011/65/EU as regards the reattribution of scientific and technical tasks to the European Chemicals Agency.

  • Regulation (EU) 2025/2457 amending Regulations (EC) No 178/2002, (EC) No 401/2009, (EU) 2017/745 and (EU) 2019/1021 as regards the reattribution of scientific and technical tasks and improving cooperation among Union agencies in the area of chemicals.

The OSOA package will introduces a unified platform, hosted by the European Chemicals Agency (ECHA), that will streamline access to chemical data from EU agencies and the Commission. By integrating existing databases, it will facilitate knowledge sharing across legislative areas. Over time, ECHA’s platform will provide access to chemicals data from around 70 EU laws, including a dedicated database of safer alternatives to hazardous substances, ensuring transparency and supporting the transition to less harmful technologies and materials.
