Possible Changes to Mexico's Front-of-Pack (FOP) Labelling in 2025

On 17 February, Mexico issued the National Quality Infrastructure Program 2025. This program includes a revision of item 4.5.3 of the Mexican Official Standard NOM-051-SCFI/SSA1-2010, which sets the general specifications for the labelling of prepackaged foods and non-alcoholic beverages. The revision relates to the third phase of FOP labelling, scheduled to begin in October 2025.

Under the third phase of FOP labelling, the requirement would extend beyond added sugars, sodium, and fats to also include naturally occurring levels of these nutrients when they exceed established thresholds. This marks a shift from the second phase, which applies only to added critical nutrients.

With the publication of this revision, potential regulatory changes could be expected, similar to recent developments in Argentina. One possible outcome is that Mexico may halt the transition to phase III, keeping the current labelling system in place, meaning the rules would continue to apply only to added critical nutrients rather than naturally occurring ones.
