Azerbaijan has introduced updated procedures for the development, review, adoption, and amendment of technical regulations, as well as for the recognition of international standards. These changes are outlined in the newly approved “Rules for the Development, Examination, Adoption, and Amendment of Technical Regulations” signed by President Ilham Aliyev.

Under the new framework, technical regulations will define mandatory requirements for products, production processes, and methods. They will also cover aspects such as packaging, labelling, storage, transportation, sale, destruction, and disposal of goods to ensure safety. However, requirements related to product design and appearance are excluded.

The responsibility for drafting these regulations lies with the State Agencies for Antimonopoly Regulation and Consumer Market Control, either on their own initiative or based on proposals from authorised bodies, legal entities, or individuals. Importantly, the maximum time allowed for drafting a technical regulation is limited to four months.
