EFSA advances work on implementation of EU new genomic techniques rules
The European Food Safety Authority (EFSA) is moving ahead with the scientific guidance and technical rules needed to implement the EU’s new genomic techniques (NGTs) framework, with work spanning verification of Category 1 plants and risk assessment of Category 2 plants.
At a meeting of its NGTs Network subgroup on 1 October 2026, the European Commission will introduce Regulation (EU) 2026/1388, while EFSA will outline three strands of work supporting its implementation.
The focus is on establishing how developers should demonstrate that plants qualify as Category 1 NGT plants, setting out the requirements for applications and safety and environmental assessments for Category 2 plants, and developing practical guidance for companies and other applicants navigating the new system.
The timetable extends into 2028. Technical work supporting the delegated and implementing acts is due to conclude in September and November 2027, respectively, while EFSA’s broader guidance is expected in the second quarter of 2028. The framework is scheduled to apply from 17 July 2028.
The subgroup will also hear from some Member States on emerging developments in plant NGTs, including null segregants and epigenetics, and the questions these may raise for safety assessment.
The discussions mark a further step towards translating the new legislation into the verification procedures, application requirements and risk assessment guidance needed for practical implementation.
