New EU Packaging Rules Begin to Apply

The EU’s new Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, began to apply generally on 12 August 2026. Subject to transitional provisions, it replaces the Packaging and Packaging Waste Directive and establishes harmonised rules covering all packaging and packaging waste in the EU.
The PPWR introduces requirements concerning packaging composition, recyclability, recycled content, minimisation, labelling and reuse. These obligations will be phased in. A harmonised labelling system is expected from 2028, while design-for-recycling criteria, recycled-content targets for plastic packaging, reuse targets and restrictions on certain single-use plastic formats will apply from 2030.
Of immediate relevance to the food sector, food-contact packaging containing per- and polyfluoroalkyl substances (PFAS) at or above the limits established by the Regulation may no longer be placed on the EU market. The European Commission has published guidance on the practical application and enforcement of this restriction.
